Syracuse Police call him one of the most prolific sex offenders in the city, and Mark Carrigan was arraigned again today on new sex charges.

The former DPW worker in Syracuse has arrests dating back 25 years and was indicted last month on new crimes involving the abuse of some young boys.

Carrigan faces a slew of new charges including Criminal Sex Act, Sexual Abuse and Failure to Register as a Sex Offender.

In Onondaga County Court, Carrigan pleaded not guilty to the new charges and he's been ordered held without bail.

He was arrested in July on the new charges, but city police suspect that there may be more victims out there in the community who simply haven't stepped forward to report a crime.
