More heavy rains hit Central New York Monday, returning Herkimer County to a state of emergency.

Three to five inches of rain fell in parts of Herkimer, Oneida, and Madison counties, which both stalled reconstruction efforts and created new problems. Mandatory evacuations in the town of Frankfort and Fort Plain were necessary due to rising water from Otsquago Creek.

The state of emergency in Herkimer County includes the closing of all roads, and county officials have asked Herkimer residents not to drive. Madison County officials say that both the towns of DeRuyter and Brookfield have also been declared states of emergency. Route 13 is currently closed.
